Government Continues to Pursue Certification Target of 126 Million Lands

The complete systematic land registration program (PTSL) that applies technology applications and is one of the national strategic programs (PSN) has provided many conveniences for the community. The PTSL program, which was initiated by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) has helped the community receive legal evidence in the eyes of the state for their land rights which have not yet been certified.

To date, much progress from the implementation of the PTSL program with millions of parcels of land has been successfully certified. Of the total target of issuing certificates of 126 million land parcels, the government has registered about 95 million lands and this year it is targeted to issue 80 million land certificates.

According to the Director General (Dirjen) of Determination of Land Rights and Registration (PHPT) of the Ministry of ATR/BPN Suyus Windayana, with the PTSL program the government has cut time, administrative costs, and the work process to speed up the issuance of land certification for the community.

“On the other hand, the PTSL program must also be able to create a complete city or district systematically through land registration so that all land parcels in Indonesia can be completely certified. In its implementation, of course, there are various obstacles and that we will continue to overcome together, "he said.

Some of the obstacles in implementing PTSL include the lack of proof of ownership from the community to register their land. There are also people who are reluctant to pay the Customs for the Acquisition of Rights to Land and Buildings (BPHTB) while there are already several regents or mayors who have reduced the cost of the first BPHTB registration as was done in Wakatobi.

For example, when certifying in Wakatobi waters, it takes a long time to discuss with the Ministry of Maritime Affairs and Fisheries (KKP). Therefore, it is hoped that every ministry and institution can leave sectoral egos behind, especially for special areas bordering marine and forestry.

"Other obstacles have also occurred due to the Covid-19 pandemic since 2020. But of course that is not an excuse because the Ministry of ATR/BPN continues to improve the quality in the implementation of the PTSL program to continue to increase registered land parcels and reduce conflicts due to land, "he added.
