Self-help Housing Stimulant Assistance ( BSPS ) or commonly called house is one of the government's priority programs.
The reason is, this program is aimed at low-income people (MBR) who live in uninhabitable houses (RTLH).
The RTLH criteria include four housing components whose conditions are below standard.
Covers the condition of the building, health (sanitation and clean water), and the size of the house according to the minimum standard of living space for occupants.
As referring to the Minister of PUPR Regulation Number 17/PRT/M/2018 concerning Self-Help Housing Stimulant Assistance.
In Article 1 it is explained that BSPS is government assistance for MBR to encourage and increase self-sufficiency in improving the quality of houses and building new houses along with public infrastructure, facilities and utilities.
The types of BSPS activities include Improving the Quality Houses (PKRS) and New Construction of Self-Help Houses (PBRS). Both types are listed in Article 5.
The PKRS activity in question is to improve the RTLH to make it habitable by meeting the building safety requirements, occupant health, and the minimum adequacy of the building area.
While PBRS for the construction of new homes as a replacement for a total damaged, or
construction of a new house on a mature plot of land.
In addition to the housing criteria above, the recipient of the house must be included in the MBR category that meets a number of requirements. As stated in Article 11.
Namely includes Indonesian citizens (WNI) who are married; Owning land marked with proof of legal land ownership; Lives in house in uninhabitable conditions.
Then, have never received BSPS or similar assistance in the last 10 years; Have a maximum income of the Provincial Minimum Wage (UMP) or Regency/City Minimum Wage (UMK).
Also, willing to be self-supporting and form a Beneficiary Group (KPB) with a statement of joint responsibility.
Meanwhile, if the community meets the requirements above and is designated as the recipient of the BSPS , then later they will receive assistance in the form of funds and goods.
However, each recipient will get a different nominal. Adjusting to the division of territory determined by the Minister of PUPR.
As stated in the Attachment to the Decree of the Minister of Public Works and Public Housing No. 115/KPTS/M/2022 concerning the Amount of Value and Location of Self-Help Housing Stimulant Assistance for the 2022 Fiscal Year.
The regulation, which was just signed by the Minister of PUPR Basuki Hadimuljono on February 21, 2022, divides the amount of BSPS assistance into three parts:
- Regular locations outside Papua and West Papua receive funds of Rp. 20 million. For building materials, Rp. 17.5 million and workers' wages of Rp. 2.5 million.
- Special locations for flat areas in urban areas, as well as rural areas in Papua and West Papua received a fund of Rp. 23.5 million. For building materials, Rp. 18.5 million and workers' wages of Rp. 5 million.
- Special locations for small islands, remote areas, and mountains in Papua and West Papua receive a fund of Rp 40 million. For building materials, Rp. 35 million and wages for workers of Rp. 5 million.
