Indonesia adhered to a parliamentary democracy when the 1949 RIS (Republic of Indonesia) Constitution and 1950 UUDS (Provisional Basic Law) took effect.

In this system, the prime minister serves in the government, while the president carries out his duties as head of state.


According to Darwin Purba in the book Towards a New Indonesia (2016), parliamentary democracy is a democracy where the position of the legislative body is higher than the executive body.

Parliamentary democracy is a system in which the oversight is carried out by the parliament, with the positions of head of state and head of government held by two different parties.

Multi-party system

This means that there are many parties that develop in a parliamentary democracy system.

Decision making is based on voting

This means that a parliamentary democratic government system is run based on a majority vote in voting .

There is a vote of no confidence

It is a procedure that allows the opposition, or opponents of the government, to convey that the government cabinet is doing something that should cause them to step down from power.

Demonstration appears

The public can stage demonstrations, either aimed at supporting or against the government.

Other features of parliamentary democracy are:
  • Legislative power is above the executive
  • The minister or cabinet is responsible to the DPR (Dewan Perwakilan Rakyat)
  • DPR can bring down the cabinet by using a vote of no confidence
  • The president or king only serves as a symbol and head of state
  • The government is accountable to a cabinet headed by the prime minister.
